Nursery Rhymes and singing are great ways to develop vocabulary, action songs can help the children match the word to the action and they learn new words without really knowing it!
Simple games like matching or flash and picture cards can encourage discussion and help to bring new words to try.
Even shopping can be turned into a game - you can get the children to name the items on the supermarket shelves or, if their vocabulary is limited, you can show them items and name them - for instance different fruit and veg - and ask them to try to say the word themselves.

Books, books and more books!! Looking at pictures and talking about them and the story are great ways to get even the shyest child to contribute.

My son had speech therapy when he was younger and what they advised me was:
never pressure or over correct - just repeat the words back eg/ "yes, that is a cat" or "milk or juice"
get down to eye level, make sure you speak clearly and slowly, get them to slow down and that they have time to say what they want (try not to let others or yourself finish for, say for or rush him)
loads of praise
practicial:
game like pop up pirate and some flash cards he picks up a card says the word and then puts in the sword, then your turn etc - can be applied to all games
mouth and tongue movements and exercises, sticking tongue out moving side to side up and down, curling, shapes with mouth - gerat games!!!!!
making sounds - like raspberries
have fun..... ;D

What about using some basic British Sign Language along with rhymes such as Old MacDonald or Sign a rainbow.
My own two children are continually singing along to a rhyme that they have learned from school, 'roly poly in, roly poly out........'
