Haven't gone thru this myself but I know in the past you had to wait for Ofsted to visit the property before they could issue a certificate allowing you to childmind in the new property.
My understanding is this:- They don't HAVE to visit first now - they are now allowed to issue a certificate without visiting the property first. However, although they are able to accept your judgement that the property is safe they may still want to visit the property first - eg, for newly registered childminders, those who haven't had an inspection for some time or got a low grade at last inspection.
My recommendation is to write to Ofsted (I never bother phoning any more as the people who answer the phones give a good impression of having attended a variety of different training/induction schemes ensuring you're never told the same answer twice!). I haven't got a risk assessment form so would just list what I'd done in each room to make it safe & child friendly. If your letter clearly shows you've given it a lot of thought and done everything already its less likely they'll feel it necessary to visit IMO.

Hi
Yes that is the correct procedure.
Ofsted are supposed to visit your new home within 6 months of moving but this doesn't always happen. I moved nearly 2 3/4 years ago and I still haven't had a visit - and I am coming up to 4 years since my last inspection.
