Bit confused at my pre-reg inspection, the inspector said she will register me for 4 under 5's and only one could be under the age of 12mths. so can i only have children under the age of 5, or could i have 2 under 5 and 2 5-8 years

Think wires have gotten crossed somewhere here. I've never heard of a new childminder being granted permission for 4 under 5s. Usually you can have up to 6 under eights, of these 6 no more than 3 may be under five and of these 3 no more than 1 may be under one.
Have you got any children under eight? Any children you have detract from the numbers you can be registered for. And if your property is small, or you're only using certain rooms for childminding you might find you're restricted even further as you need to have a certain amount of space per child.
If you ring to check, do ask to speak to the inspector who visited - maybe she could ring you back to explain properly. I've found the people who answer the phones seem to give out more incorrect advice than correct, unfortunately.
